I found this aluminum part in my workshop today and was going to repurpose it, but then wondered if it might be an old fork damper piece from my KHK.
It had damper stuff when I bought it in ‘70, but that all got pulled when I chopped it a few weeks later.
It has a 5/16-18 center thread and a straight knurl on the OD.

46746-59 steering damper knob, 1959 XLCH only.

My parts book says 1959 only but when you look at some of the 1960-61 XLCH factory photos it looks to be on those as well.
