kick starter pedal

This pedal came on my 1953 K model. The parts book shows a 33177-16 that is a yellow plastic pedal. Is this part of it or what is left without the plastic?

The two back-to-back plates look like Indian, but just a guess.

Thanks for the quick reply. After seeing the post that it might be an indian pedal, I looked on e-bay and there is one on there for a scout that looks like this. Thanks again
