Rear shock cover rattle

When I rev up the engine of my 57 Sportster, I notice a slight metal rattling sound. Thought it was a loose clamp or the chain guard, but it seems to be the bottom of the rear chrome shock covers hitting the inside shock and it produces a sound almost like the ring of a bell.

Anyone notice this issue with their shock covers and have some advice to stop it? I am attaching the parts page as reference.

the parts book shows the dirt seal (pn54590-56) in the wrong place it goes at the bottom of the spring check the picture in the service manual the seal keeps the cover from rattling
